I tried WhineHack 1.1 because my Tungsten E2 is really noisy.
Unfortunately, it does not seem to help: The Palm won't be quiet -- and if I leave WhineHack, open Apps or some other program, and open WhineHack again, then the Hack Level is set to lowest again.
